With reference to previous correspondence, respecting the provision of barrack accommodation at Hong Kong, I am directed by the Secretary of State for War to transmit, for the information of the Marquis of Ripon, a copy of a letter which was addressed to the Treasury on the 27th July last, on the subject, together with a copy of their Lordships' reply thereto, dated the 19th August, 1893.

Mr. Secretary Campbell-Bannerman desires me to request that you will be good enough to move the Marquis of Ripon to use every endeavour to induce the Colony to adopt the programme which accompanied his letter to the Treasury, dated the 27th July last, and to undertake to provide half the expenditure which is to be incurred during the next eight years, the value of Colonial military lands to be surrendered to be taken in diminution of the total cost.

With reference to paragraph 8 of your letter of the 19th August last, respecting expenditure in connection with the provision of barrack accommodation at Hong Kong, I am directed by the Secretary of State for War to acquaint you, for the information of the Lords Commissioners of Her Majesty's Treasury, that the expenditure incurred up to the date of the latest returns on the services included in the estimate furnished with the War Office letters of the 27th July, 1893, Hong Kong 2 4568 - is as shown in the accompanying return marked "A.” The services in that estimate which have not been completed or authorized stand in order of importance, as shown in the attached return marked “B.”

I am to add that a copy of the War Office letter above quoted has been forwarded to the Colonial Office, with a covering letter dated the 19th October, 1893, Hong Kong 2 4597.
